I don't have a belkin but had something similar with my ptv2000. I had to put a Windows 7 + 3.1.29 widi and 15.3.1s64 wifi drivers after I resetted my Netgear. Through this I was able to update the firmware to a level recognised by Windows 8+widi+wifi drivers (back in november) from which I was able to update the firmware to the latest version recognised for Windows 8. I wrote a post with the different versions I used. Obviously it was 4 months ago now (sorry I have been away) but if you think your firmware is too old for your drivers, that is effectively maybe the way to make sure your firmware is the latest (a bit painful however)
