Unplug then SATA device containing Windows 8.
Do another bios recovery using the USB flash. Now see if you can boot into the bios (F2). If you can, make sure that secure boot is not set and don't select UEFI mode. If you still can't boot into the bios then pull the video card. You should be able to use on board video. EVGA claims to have UEFI GOP enabled video cards but you need to confirm that claim with EVGA. Even if the EVGA 640 supports UEFI GOP, the Intel motherboard bios may be the issue.
